Sir:

     Your Committee on Ways and Means, to which was referred S.B.
No. 1127, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO INSURANCE,"

begs leave to report as follows:

     The purpose of this bill is to establish a health insurance
revolving fund to assess and pay for the regulation of the health
insurance industry.

     Your Committee finds that this bill will shift the cost of
regulating the health insurance industry from the State to the
industry itself.  It will also allow the Insurance Division, as
the regulator, to become self-sufficient and not dependent on
budget appropriations.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
1127, S.D. 1, and recommends that it pass Third Reading.
