Sir:

     Your Committee on Water and Land Use, to which was referred
S.B. No. 1095 entitled: 

     "A BILL FOR AN ACT RELATING TO HUNTING,"

begs leave to report as follows:

     The purpose of this bill is to provide for a two-year
extension to the act allowing handgun hunting.  

     Your Committee received testimony in support of this bill
from the Board of Land and Natural Resources, Hawaii Citizens'
Rights PAC, and the Hawaii Hunting Advisory Council.  

     Your Committee finds that an extension will give the
Department of Land and Natural Resources more time to complete
the rule-making process and will allow for a more accurate report
to the Legislature on the results of the handgun hunting trial
period.  

     As affirmed by the record of votes of the members of your
Committee on Water and Land Use that is attached to this report,
your Committee is in accord with the intent and purpose of S.B.
No. 1095 and recommends that it pass Second Reading and be
referred to the Committee on Judiciary and Hawaiian Affairs.
