Sir:

     Your Committee on Finance, to which was referred S.B. No.
1080 entitled: 

     "A BILL FOR AN ACT RELATING TO PLANNING AND COMMUNITY
     DEVELOPMENT,"

begs leave to report as follows:

     The purpose of this bill is to promote the preservation of
Hawaii's shorelines by making permanent the Office of Planning's
responsibility for reviewing and approving special management
areas and shoreline setback applications for development projects
located within community development districts, including
projects within the Kakaako waterfront area.

     The Hawaii Community Development Authority testified in
support of this measure.  The Office of Planning commented on
this measure.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
