Sir:

     Your Committee on Judiciary, to which was referred S.B. No.
1051, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO DISCLOSURE OF DEPARTMENT OF
     HUMAN SERVICES' RECORDS,"

begs leave to report as follows:

     The purpose of this measure is to allow the Department of
Human Services to disclose records relating to child abuse or
neglect in accordance with its rules, as required by federal law
or regulation.

     This is an administration measure to conform the Department
of Human Services' procedures regarding disclosing information
relating to child abuse or neglect cases with federal law and
regulations.

     Your Committee has made a technical, nonsubstantive
amendment for the purposes of clarification on page 4, line 21 by
adding the phrase "of reports and records relating to child abuse
or neglect" to clarify the subject of the disclosures.

     As affirmed by the record of votes of the members of your
Committee on Judiciary that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
1051, S.D. 1, as amended herein, and recommends that it pass
