Sir:

     Your Committee on Finance, to which was referred S.B. No.
1049, S.D. 2, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO FOSTER BOARD ALLOWANCES FOR
     STUDENTS,"

begs leave to report as follows:

     The purpose of this bill is to enable more foster children
to successfully complete their higher education by allowing
foster board allowances to be made for eligible foster children
who attend an accredited institution of higher learning on a
part-time basis.  Currently, these foster board allowances are
limited to those who attend college on a full-time basis.

     In addition, the bill requires approval by the director for
both full-time and part-time attendance.

     The Department of Human Services testified in support of
this measure.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
1049, S.D. 2, H.D. 1 and recommends that it pass Third Reading.
