Sir:

     Your Committee on Finance, to which was referred S.B. No.
102, S.D. 3, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO HEALTH,"

begs leave to report as follows:

     The purpose of this bill is to protect the public health by:

     (1)  Improving the provision of adequate health care
          services and public transportation for rural
          communities; and

     (2)  Implementing a cost recovery mechanism to allow
          commercial mobile radio service providers to recover
          costs incurred for providing wireless enhanced 911
          services.

     The County of Hawaii Office of Aging, Honolulu Cellular
Telephone Company, AT&T, and Hawaiian Wireless testified in
support of this measure.  The Office of Hawaiian Affairs and an
individual supported the provisions relating to rural
communities.  The Consumer Advocate supported the provisions
relating to the wireless enhanced 911 services.  The Department
of Health supported the intent of this bill, and the Ka'u Rural
Health Community Association, Inc. offered comments.

     Your Committee also received a copy of Hawaii County Council
Resolution 49-99 supporting legislation relating to health care
services for rural communities.

     Your Committee has made technical, nonsubstantive amendments
to the bill for the purposes of style and to correct drafting
errors.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
102, S.D. 3, H.D. 1, as amended herein, and recommends that it
pass Third Reading in the form attached hereto as S.B. No. 102,
S.D. 3, H.D. 2.
