Sir:

     Your Committee on Tourism, to which was referred H.R. No. 81
entitled:

     "HOUSE RESOLUTION REQUESTING THE HAWAII TOURISM AUTHORITY TO
     EXAMINE AND REPORT ON THE ESTABLISHMENT OF TOURISM PROGRAMS
     THAT BENEFIT RESIDENTS AS WELL AS TOURISTS,"

begs leave to report as follows:

     The purpose of this measure is to request the Hawaii Tourism
Authority (HTA) to examine and report on various tourism programs
that could be developed for the benefit of both residents and
visitors.

     Your Committee received testimony in support of this measure
was from The Chamber of Commerce of Hawaii and members of the
public.  The HTA submitted comments.

     As affirmed by the record of votes of the members of your
Committee on Tourism that is attached to this report, your
Committee concurs with the intent and purpose of H.R. No. 81, and
