Sir:

     Your Committee on Education, to which was referred H.R. 38
entitled: 

     "HOUSE RESOLUTION REQUESTING THE DEPARTMENT OF EDUCATION TO
     CREATE ALTERNATIVES FOR STUDENTS AT MULTI-TRACK SCHOOLS
     DURING INTERIM PERIODS,"

begs leave to report as follows:

     The purpose of the resolution is to request the Department
of Education (DOE) to create alternatives for students at multi-
track schools during interim periods. 

     An individual submitted testimony in support of the
resolution.  The Hawaii State Teachers Association supported the
intent of the measure.  The Department of Education commented on
it.

     Your Committee finds that most schools with traditional
calendars have programs during the summer interim that are
available to students, usually for a fee.  For many families,
these programs provide learning opportunities when children would
otherwise be unsupervised.  The DOE has an obligation to create
the same kinds of programs at multi-track schools for students
who are "off-track."

     As affirmed by the record of votes of the members of your
Committee on Education that is attached to this report, your
Committee concurs with the intent and purpose of H.R. No. 38 and
recommends that it be referred to the Committee on Finance.
