Sir:

     Your Committee on Health, to which was referred H.R. No. 37
entitled:

     "HOUSE RESOLUTION REQUESTING A FEASIBILITY STUDY BY THE
     DEPARTMENT OF HEALTH ON ESTABLISHING A USED ROOFING MATERIAL
     RECYCLING PROGRAM,"

begs leave to report as follows:

     The purpose of this resolution is to support the development
of practical alternatives to landfilling of recoverable wastes by
requesting the Department of Health (DOH) to conduct a
feasibility study to determine if there is sufficient volume from
and sources of tear-off roofing to establish a used roofing
material recycling program.

     The Hawaii Roofing Contractors Association submitted
testimony in support of this measure.  DOH submitted testimony in
support of the intent of this measure.

     As affirmed by the record of votes of the members of your
Committee on Health that is attached to this report, your
Committee concurs with the intent and purpose of H.R. No. 37 and
