Sir:

     Your Committee on Health, to which was referred H.R. No. 117
entitled: 

     "HOUSE RESOLUTION REQUESTING A STUDY OF HEALTH CARE COSTS
     RELATED TO THE TREATMENT OF BREAST AND CERVICAL CANCER IN
     HAWAII,"

begs leave to report as follows:

     The purpose of this resolution is to request the Legislative
Reference Bureau to conduct a study to determine the costs for
treatment of breast and cervical cancer in Hawaii.

     The study is to include:

     (1)  The costs of surgery, chemotherapy, and other treatment
          modalities;

     (2)  The costs that are reimbursed by private health
          insurance and public medical assistance programs, and
          the costs of out-of-pocket deductibles or co-payments;

     (3)  The availability of treatment for both cancers for
          uninsured women and how the costs of treatment are paid
          for, if provided; and

     (4)  An estimate of the number of women in Hawaii who go
          undiagnosed or untreated, or both, for breast and
          cervical cancer.

     The Office of Hawaiian Affairs, the Hawaii State Commission
on the Status of Women, and the Department of Health testified in
support of the measure.

     Your Committee has amended this resolution by:

     (1)  Including the Cancer Research Center of Hawaii in the
          study; and

     (2)  Making technical, nonsubstantive amendments for the
          purpose of clarity.

     As affirmed by the record of votes of the members of your
Committee on Health that is attached to this report, your
Committee concurs with the intent and purpose of H.R. No. 117 as
amended herein, and recommends that it be referred to the
Committee on Legislative Management in the form attached hereto
as H.R. No. 117, H.D. 1.
