     Your Committees on Health and Human Services and Education
and Technology, to which was referred H.C.R. No. 79 entitled: 

     "HOUSE CONCURRENT RESOLUTION ESTABLISHING A JOINT
     LEGISLATIVE COMMITTEE ON CHILD AND ADOLESCENT MENTAL
     HEALTH,"

beg leave to report as follows:

     The purpose of this measure is to establish a joint
legislative committee on child and adolescent mental health.

     The intent of this measure is for the legislature to
evaluate the cost-effectiveness of current plans to meet the
requirements of the Felix consent decree.  Auditor Report No.
98-20, "Assessment of the State's Efforts Related to the Felix
Consent Decree" raises questions about the program that your
Committees believe should be addressed through legislative
oversight over the effectiveness of the current program and the
commensurate costs.

     The Department of Education submitted testimony in support
of the measure.

     As affirmed by the records of votes of the members of your
Committees on Health and Human Services and Education and
Technology that are attached to this report, your Committees
concur with the intent and purpose of H.C.R. No. 79 and recommend
its adoption.
