                                        H.D. 1

Honorable Norman Mizuguchi
President of the Senate
Twentieth State Legislature
Regular Session of 1999
State of Hawaii

Sir:

Your Committees on Education and Technology and Health and
Human Services, to which was referred H.C.R. No. 76, H.D. 1,
entitled:

"HOUSE CONCURRENT RESOLUTION REQUESTING A COLLABORATIVE
PARTNERSHIP TO INCREASE THE NUMBER OF CHILDREN WHO HAVE AN
OPPORTUNITY TO EAT A NUTRITIOUS BREAKFAST IN THE PUBLIC AND
PRIVATE SCHOOLS, PRE-SCHOOLS, AND GROUP CARE,"

beg leave to report as follows:

The purpose of this measure is to request a collaborative
partnership to increase the number of children who have an
opportunity to eat a nutritious breakfast in the public and
private schools, pre-schools, and group care.

Your Committees find that research indicates a strong
correlation between eating a good breakfast and enhanced learning
and improved school performance.

As affirmed by the records of votes of the members of your
Committees on Education and Technology and Health and Human
Services that are attached to this report, your Committees concur
with the intent and purpose of H.C.R. No. 76, H.D. 1, and
recommend its adoption.
