Sir:

     Your Committee on Transportation and Intergovernmental
Affairs, to which was referred H.C.R. No. 64, H.D. 1, entitled: 

     "HOUSE CONCURRENT RESOLUTION REQUESTING THE HAWAII
     CONGRESSIONAL DELEGATION'S SUPPORT FOR THE DESIGNATION AND
     ESTABLISHMENT OF A NATIONAL GUARD RAPID ASSESSMENT AND
     INITIAL DETECTION TEAM IN HAWAII TO ASSIST THE STATE IN
     RESPONDING TO NUCLEAR, BIOLOGICAL, OR CHEMICAL THREATS,"

begs leave to report as follows:

     The purpose of this measure is to request the support of
Hawaii's Congressional Delegation for the designation and
establishment of a Rapid Assessment and Initial Detection (RAID)
team in Hawaii.

     The Chamber of Commerce of Hawaii and the Department of
Defense testified in support of this measure.

     Your Committee finds that the recent anthrax hoax in
Honolulu has underscored the critical need in Hawaii for a fully
capable National Guard RAID team.

     Your Committee has amended this measure by making technical,
nonsubstantive amendments for style and clarity.

     As affirmed by the record of votes of the members of your
Committee on Transportation and Intergovernmental Affairs that is
attached to this report, your Committee concurs with the intent

and purpose of H.C.R. No. 64, H.D. 1, as amended herein, and
recommends its adoption in the form attached hereto as H.C.R.
