                                 RE: H.C.R. No. 206

Honorable Calvin K.Y. Say
Speaker, House of Representatives
Twentieth State Legislature
Regular Session of 1999
State of Hawaii

Sir:

Your Committee on Higher Education, to which was referred
H.C.R. No. 206 entitled:

"HOUSE CONCURRENT RESOLUTION REQUESTING THE LEGISLATIVE
REFERENCE BUREAU TO FACILITATE DISCUSSIONS BETWEEN ALL
AFFECTED PARTIES AND SEEK A COLLABORATIVE RESOLUTION TO
STRENGTHEN RESEARCH AND EXTENSION SERVICES OF THE COLLEGE OF
     TROPICAL AGRICULTURE AND HUMAN RESOURCES,"

begs leave to report as follows:

The purpose of this concurrent resolution is to request the
Legislative Reference Bureau to facilitate good faith discussions
among all interested stakeholders of all issues related to the
future of research and extension programs of the College of
Tropical Agriculture and Human Resources (CTAHR).

CTAHR testified in support of the measure.

Your Committee finds that the continued development and
health of the agricultural industry is vital to the State's
fiscal and environmental well-being. To thrive, the agricultural
industry must have access to the best possible agricultural
education and extension program. It is extremely important,
therefore, that all interested parties discuss how best to
organize and expend the State's limited resources for agriculture
education and extension for the benefit of agricultural
development throughout the State.

As affirmed by the records of votes of the members of your
Committee on Higher Education that is attached to this report,
your Committee concurs with the intent and purpose of H.C.R. No.
206 and recommends that it be referred to the Committee on
Legislative Management.

                                   Respectfully submitted on
behalf of the members of the
                                   Committee on Higher Education,
