                                 RE: H.C.R. No. 203

Honorable Calvin K.Y. Say
Speaker, House of Representatives
Twentieth State Legislature
Regular Session of 1999
State of Hawaii

Sir:

Your Committee on Human Services and Housing, to which was
referred H.C.R. No. 203 entitled:

"HOUSE CONCURRENT RESOLUTION URGING THE UNITED STATES
CONGRESS, THE PRESIDENT OF THE UNITED STATES, AND THE
SECRETARY OF THE DEPARTMENT OF HEALTH AND HUMAN SERVICES TO
SUPPORT HAWAII'S CONGRESSIONAL DELEGATION'S EFFORT TO AMEND
     THE SOCIAL SECURITY ACT,"

begs leave to report as follows:

The purpose of this concurrent resolution is to urge the
federal government to support the efforts of Hawaii's
Congressional Delegation to amend the Social Security Act
provisions regarding administrative fees to process state
supplements.

The Department of Human Services testified in support of
this measure.

Your Committee finds that the State should not be required
to pay more for the administration of a service than the benefits
provided. Accordingly, your Committee endorses the efforts of
Hawaii's Congressional Delegation to amend the Social Security
Act to end this disparity. In further support of these efforts,
your Committee intends to contact the National Conference of
State Legislatures and the National Governors' Association to
gather information from other states regarding this issue and to
request additional support for appropriate federal legislation.

                                 STAND. COM. REP. NO. 1541_______

As affirmed by the record of votes of the members of your
Committee on Human Services and Housing that is attached to this
report, your Committee concurs with the intent and purpose of
H.C.R. No. 203 and recommends that it be referred to the
Committee on Finance.

                                   Respectfully submitted on
behalf of the members of the
                                   Committee on Human Services
                                   and Housing,

                                   ______________________________
