Sir:

     Your Committee on Education, to which was referred H.C.R.
No. 168 entitled:

     "HOUSE CONCURRENT RESOLUTION REQUESTING THE BOARD OF
     EDUCATION TO DEVISE POLICIES TO STRENGTHEN PARENTAL
     INVOLVEMENT IN THEIR CHILDREN'S EDUCATION,"

begs leave to report as follows:

     The purpose of this concurrent resolution is to request the
Board of Education to devise policies to strengthen parental
involvement with their children's education.

     Your Committee finds that research shows that parental
involvement in education is the primary influence on children's
motivation to learn and has a major impact on their attitude
about school.  The Department of Education is operating several
programs that partially address this issue, and also operates two
R.E.A.L. (Resources and Early Access to Learning) programs to
strengthen the parent-child-school connection.  Further
integration of this concept into every public school is necessary
for optimum student development.

     Your Committee received testimony in support of the
concurrent resolution from the Hawaii State Teacher's Association
and one individual, and testimony concurring with the intent of
the concurrent resolution from the Superintendent of Education.

     As affirmed by the record of votes of the members of your
Committee on Education that is attached to this report, your
Committee concurs with the intent and purpose of H.C.R. No. 168,
and recommends that it be referred to the Committee on Finance.
