Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.C.R. No. 122 entitled: 

     "HOUSE CONCURRENT RESOLUTION REQUESTING THE UNITED STATES
     DEPARTMENT OF AGRICULTURE, NATURAL RESOURCES CONSERVATION
     SERVICE TO RECOMMEND THE USE OF HEMP FIBER SOIL EROSION
     CONTROL BLANKETS WHENEVER FEASIBLE,"

begs leave to report as follows:

     The purpose of this concurrent resolution is to request that
the United States Department of Agriculture, Natural Resources
Conservation Service recommend the use of hemp fiber soil erosion
control blankets whenever feasible.

     Your Committee received testimony on this concurrent
resolution from the Department of Transportation, Honolulu Police
Department, JB Plant Fibres and an individual.

     Your Committee finds that soil erosion control blankets made
from industrial hemp can reduce the loss of topsoil and help
develop fertile grasslands.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee concurs with the intent and purpose
of H.C.R. No. 122, and recommends its adoption.
