Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 992 entitled: 

     "A BILL FOR AN ACT RELATING TO THE ISSUANCE OF CERTIFICATES
     OF IDENTIFICATION.,"

begs leave to report as follows:

     The purpose of this bill is to allow numbers other than
social security numbers to be used on State issued identification
cards, and to change the information appearing on these
identification cards.

     Testimony in support of this bill was received from the
State Attorney General.

     Your Committee finds that in recent years citizens have
expressed a growing concern over the display of social security
numbers on state identification cards.  Many citizens harbor
fears of potential fraudulent use of their identification.  Your
Committee finds that this bill will allay those fears and
minimize identity theft.
 
     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 992 and recommends that it pass Second
Reading and be referred to the Committee on Finance.
