Sir:

     Your Committee on Finance, to which was referred H.B. No.
992 entitled: 

     "A BILL FOR AN ACT RELATING TO THE ISSUANCE OF CERTIFICATES
     OF IDENTIFICATION,"

begs leave to report as follows:

     The purpose of this bill is to address concerns with regard
to the information provided on certificates of identification, or
state identification cards, by:

     (1)  Allowing the use of numbers other than social security
          numbers as the state identification number;

     (2)  Removing the requirement of displaying information such
          as the social security number, issue date, attorney
          general's signature, and registrar's signature on state
          identification cards; and

     (3)  Changing the designated fingerprints to be obtained and
          retained by the Attorney General.

     The State Attorney General testified in support of this
measure.  An individual commented on this measure.

     Your Committee has amended this bill by making technical,
nonsubstantive amendments for clarity and style.

Committee is in accord with the intent and purpose of H.B. No.
