Sir:

     Your Committee on Finance, to which was referred H.B. No.
988, H.D. 1, entitled: 

     "A BILL FOR AN ACT MAKING AN EMERGENCY APPROPRIATION FOR
     STATE GOVERNMENT TO IMPLEMENT YEAR 2000 COMPLIANCE EFFORTS,"

begs leave to report as follows:

     The purpose of this bill is provide emergency funding for
the testing, modification, and support of the State's computer
systems for Year 2000 compliance.

     Your Committee has received a message from the Governor,
dated February 5, 1999:

     (1)  Stating that additional funding is needed for state
          government Year 2000 compliance efforts; and

     (2)  Requesting immediate passage of this bill to ensure
          that Year 2000 compliance is met.

     The Department of Accounting and General Services testified
in support of this bill.

     Your Committee has amended this bill by making technical,
nonsubstantive changes for style and clarity.
     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
