Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 988 entitled: 

     "A BILL FOR AN ACT MAKING AN EMERGENCY APPROPRIATION FOR
     STATE GOVERNMENT TO IMPLEMENT YEAR 2000 COMPLIANCE EFFORTS,"

begs leave to report as follows:

     The purpose of this bill is to create a fund for emergency
needs which may arise in the testing, modification and support of
the State's computer systems for Year 2000 compliance.

     Your Committee received testimony in support of this bill
from the Department of Accounting and General Services.

     Your Committee finds that all programs for remediation of
State computer systems are on schedule for completion by
September 30, 1999.  Currently, half of all systems have been
tested.

     Your Committee expresses concern that this bill could become
a blank check for excess or unnecessary spending.  Therefore,
your Committee has amended this bill by creating a reciprocating
mechanism requiring the Department of Accounting and General
Services to report back to the legislature on the disposition of
funds appropriated pursuant to this bill.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and

purpose of H.B. No. 988, as amended herein, and recommends that
it pass Second Reading in the form attached hereto as H.B. No.
988, H.D. 1, and be referred to the Committee on Finance.
