Sir:

     Your Committee on Economic Development, to which was
referred H.B. No. 982 entitled: 

     "A BILL FOR AN ACT RELATING TO AQUACULTURE,"

begs leave to report as follows:
     
     The purpose of this measure is to remove references to the
management of aquaculture programs from the statutory purview of
the Department of Land and Natural Resources.

     Your Committee received testimony in support of this measure
from the Department of Agriculture (DOA), the Department of Land
and Natural Resources (DOA), and BOATS/Hawaii Inc.

     Your Committee finds that Act 176, Session Laws of Hawaii
1998, made the DOA lead agency for the aquaculture development
program and transferred the Aquaculture Advisory Council.  This
measure deletes those remaining references to aquaculture
programs under DLNR.

     As affirmed by the record of votes of the members of your
Committee on Economic Development that is attached to this
report, your Committee is in accord with the intent and purpose
of H.B. No. 982 and recommends that it pass Second Reading and be
placed on the calendar for Third Reading.
