Sir:

     Your Committee on Water and Land Use, to which was referred
H.B. No. 982 entitled: 

     "A BILL FOR AN ACT RELATING TO AQUACULTURE,"

begs leave to report as follows:

     The purpose of this bill is to remove reference to the
management of aquaculture programs from the statutory purview of
the Department of Land and Natural Resources (DLNR).  

     Your Committee received testimony in support of this bill
from the Board of Agriculture.  

     Your Committee finds that the Department of Agriculture
(DOA) currently administers the aquaculture program and the
Aquaculture Advisory Council.  The bill will update the Hawaii
Revised Statutes to clarify that DOA serves as the lead agency
for aquaculture development and not DLNR. 

     As affirmed by the record of votes of the members of your
Committee on Water and Land Use that is attached to this report,
your Committee is in accord with the intent and purpose of H.B.
