Sir:

     Your Committee on Agriculture, to which was referred H.B.
No. 982 entitled: 

     "A BILL FOR AN ACT RELATING TO AQUACULTURE,"

begs leave to report as follows:

     The purpose of this bill is to delete references to the
management of aquaculture programs under the Department of Land
and Natural Resources (DLNR) by amending sections 26-15(b) and
171-3, Hawaii Revised Statutes.

     The Department of Agriculture (DOA) submitted testimony in
support of this measure.

     Your Committee finds that Act 176, Session Laws of Hawaii
1998, made DOA the lead agency for aquaculture by transferring
the Aquaculture Development Program and the Hawaii Aquaculture
Advisory Council from DLNR to DOA.  This bill is a "housekeeping"
measure that makes appropriate statutory amendments to delete
references to the management of aquaculture program under DLNR.

     As affirmed by the record of votes of the members of your
Committee on Agriculture that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
982 and recommends that it pass Second Reading and be referred to
the Committee on Water and Land Use.
