Sir:

     Your Committee on Transportation and Intergovernmental
Affairs, to which was referred H.B. No. 8, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO MOTOR VEHICLE DRIVER
     LICENSING,"

begs leave to report as follows:

     The purpose of this measure to prohibit the use of a
person's social security number on driver's licenses issued or
renewed after July 1, 2000.

     Testimony in support of this measure was received from the
Department of Transportation, Office of Information Practices,
Department of Customer Services of the City and County of
Honolulu, and American Civil Liberties Union of Hawaii.  The
Judiciary submitted comments on this measure.

     Your Committee finds that because social security numbers
are frequently used in the private sector to identify an
individual's interest with financial, education, credit, and
medical institutions, utilities, and marketing, retail, and other
consumer-oriented institutions, an unscrupulous person may easily
use a social security number to steal a person's identity or for
other illegal purposes.  Currently, a person's social security
number may be obtained from a Hawaii driver's license.  By
prohibiting the use of social security numbers on driver's
licenses, this measure will further secure the privacy of
personal information.

     Your Committee has amended this measure by making it
effective on January 1, 2001, rather than on July 1, 2000.

     As affirmed by the record of votes of the members of your
Committee on Transportation and Intergovernmental Affairs that is
attached to this report, your Committee is in accord with the
intent and purpose of H.B. No. 8, H.D. 1, as amended herein, and
recommends that it pass Second Reading in the form attached
hereto as H.B. No. 8, H.D. 1, S.D. 1, and be referred to the
Committee on Judiciary.
