Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 8, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO MOTOR VEHICLE DRIVER
     LICENSING,"

begs leave to report as follows:

     The purpose of this bill is to prohibit the use of social
security numbers as identification numbers on driver's licenses.

     Testimony in support of this bill was received from the
State Office of Information Practices, the Department of Commerce
and Consumer Affairs, the Department of Transportation, the City
and County of Honolulu Department of Customer Services, and
several concerned individuals.

     Your Committee finds that there is growing concern in the
community over identity theft and fraud arising therefrom.  Your
Committee finds that prohibiting the use of social security
numbers on driver's licenses will address and assist in
alleviating this concern.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 8, H.D. 1, and recommends that it be referred
to the Committee on Finance.
