Sir:

     Your Committee on Finance, to which was referred H.B. No.
898, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO THE ESTABLISHMENT OF AN
     AGRICULTURAL WATER SYSTEM FOR UPCOUNTRY MAUI,"

begs leave to report as follows:

     The purpose of this bill is to establish a separate
agricultural water supply and delivery system under the Board of
Agriculture to serve farms in the upcountry region of Maui.

     The Office of the Mayor of the County of Maui, the Maui
County Council, the Department of Water Supply of the County of
Maui, the Central Maui Soil and Water Conservation District, and
the Maui County Farm Bureau testified in support of the bill.
The Department of Agriculture commented on the bill.

     Your Committee has amended the bill by:

     (1)  Changing the appropriation amount to $1 for each year
          of fiscal biennium 1999-2001 for the purpose of
          continued discussion; and

     (2)  Making technical, nonsubstantive amendments for
          purposes of style and clarity.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
898, H.D. 1, as amended herein, and recommends that it pass Third
Reading in the form attached hereto as H.B. No. 898, H.D. 2.
