Sir:

     Your Committee on Transportation and Intergovernmental
Affairs, to which was referred H.B. No. 7 entitled: 

     "A BILL FOR AN ACT RELATING TO MOTOR VEHICLES,"

begs leave to report as follows:

     The purpose of this measure is to increase the allowable
overall combined length of truck-tractors and semitrailers from
sixty to sixty-five feet and the length of semitrailers from
forty-five to forty-eight feet.

     Testimony in support of this measure was received from the
Department of Transportation and the Hawaii Transportation
Association.

     Your Committee finds that the length increases provided in
this measure do not compromise highway safety and will make
businesses more efficient by increasing the load capacity of
truck-tractors and semitrailers, thereby reducing the number of
vehicles and trips required to transport goods. 

     Your Committee has amended this measure by making a
technical, nonsubstantive change.

     As affirmed by the record of votes of the members of your
Committee on Transportation and Intergovernmental Affairs that is
attached to this report, your Committee is in accord with the
intent and purpose of H.B. No. 7, as amended herein, and
recommends that it pass Second Reading in the form attached
