Sir:

     Your Committee on Finance, to which was referred H.B. No.
531 entitled: 

     "A BILL FOR AN ACT RELATING TO CORRECTIONS,"

begs leave to report as follows:

     The purpose of this bill is to ensure that both male and
female incarcerated substance abusers are given fair and
equitable access to drug rehabilitation services by appropriating
funds for the expansion of the KASHBOX Drug Rehabilitation
Program.

     The Department of the Prosecuting Attorney of the City and
County of Honolulu testified in support of this measure.  The
Department of Public Safety and an individual commented on this
measure.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
