Sir:

     Your Committee on Finance, to which was referred H.B. No.
519 entitled: 

     "A BILL FOR AN ACT RELATING TO THE HAWAII TEACHER STANDARDS
     BOARD,"

begs leave to report as follows:

     The purpose of this bill is to provide more continuity and
stability in establishing teacher licensing and credentialing
standards by staggering the terms of the members of the Hawaii
Teacher Standards Board beginning in 2001.

     The Department of Education, the Hawaii Teacher Standards
Board, and the Hawaii State Teachers Association testified in
support of this measure.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
519 and recommends that it pass Third Reading.
