Sir:

     Your Committee on Education, to which was referred H.B. No.
519 entitled: 

     "A BILL FOR AN ACT RELATING TO THE HAWAII TEACHER STANDARDS
     BOARD,"

begs leave to report as follows:

     The purpose of this bill is to provide for the staggering of
the terms of the members of the Hawaii Teachers Standard Board
(Board) beginning in 2001.

     Your Committee received testimony in support of this bill
from the Department of Education, the Hawaii State Teachers
Association and the Board.

     Your Committee finds that the Board is working to ensure
that qualified teachers are employed to educate Hawaii's public
school children.  Your Committee also finds that the seven
appointed Board members currently serve terms that are congruent,
and their terms all end in 2001.  With passage of this bill, new
Board members appointed after 2001 will be able to learn from
veteran board members, thus ensuring greater consistency in Board
activities.

     As affirmed by the record of votes of the members of your
Committee on Education that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
519 and recommends that it pass Second Reading and be referred to
the Committee on Consumer Protection and Commerce.
