Sir:

     Your Committee on Finance, to which was referred H.B. No.
512, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

     The purpose of this measure is to repeal the June 30, 2000,
sunset date of the Hawaii Teacher Standards Board, thereby making
the board permanent.

     The Hawaii Teacher Standards Board, the Hawaii State
Teachers Association, and the Hawaii Business Roundtable
testified in support of this bill.  The Department of Education
testified in support of the intent of this bill.

     Your Committee has amended this bill by making technical,
nonsubstantive revisions.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
512, H.D. 1, as amended herein, and recommends that it pass Third
