Sir:

     Your Committees on Human Services and Housing and Health, to
which was referred H.B. No. 398 entitled: 

     "A BILL FOR AN ACT RELATING TO HOUSING,"

beg leave to report as follows:

     The purpose of this bill is to appropriate funds for housing
for persons with serious and persistent mental illness.

     Housing would be organized into three levels (emergency,
short-term and long-term) in order to provide the necessary
options of care for such persons and to accommodate their
individual needs.

     The Democratic Party of Hawaii submitted testimony in
support of this measure.  The Housing and Community Development
Corporation of Hawaii (HCDC) submitted testimony in support of
the intent of this measure.

     Your Committees have amended this measure by:

     (1)  Providing that the HCDC expend the sum appropriated
          rather than the Department of Human Services;

     (2)  Including the Department of Health and the Governor's
          Special Assistant to Housing in the development of the
          supportive housing options provided for in the measure;


 
 
 
     (3)  Requiring the submission of a report by the HCDC to the
          Legislature prior to the convening of the Regular
          Session of 2000; and

     (4)  Making technical, nonsubstantive amendments for
          purposes of style and clarity.

     As affirmed by the records of votes of the members of your
Committees on Human Services and Housing and Health that are
attached to this report, your Committees are in accord with the
intent and purpose of H.B. No. 398, as amended herein, and
recommend that it pass Second Reading in the form attached hereto
as H.B. No. 398, H.D. 1, and be referred to the Committee on
Finance.
