Sir:

     Your Committee on Finance, to which was referred H.B. No.
294, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO THE DISTRIBUTION OF SAMPLE
     TOBACCO PRODUCTS AND TOBACCO PROMOTIONAL MATERIALS,"

begs leave to report as follows:

     The purpose of this bill is to reduce tobacco use among
Hawaii's children and youth by prohibiting the distribution of:

     (1)  Sample tobacco products, coupons, and other tobacco
          promotional materials within a buffer zone around
          schools attended by minors; and

     (2)  Promotional tobacco materials in or on any public
          street, sidewalk, or park.

     The Department of Health, the Honolulu Police Department,
the Hawaii Nurses' Association, and the American Lung Association
submitted testimony in support of this measure.  The Department
of Education submitted testimony in support of the intent of this
measure.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
294, H.D. 1, and recommends that it pass Third Reading.
