Sir:

     Your Committee on Finance, to which was referred H.B. No.
252, H.D. 2, entitled: 

     "A BILL FOR AN ACT RELATING TO DEGREE GRANTING
     INSTITUTIONS,"

begs leave to report as follows:

     The purpose of this bill is to prevent "diploma mills" from
issuing Hawaii degrees by prohibiting unaccredited institutions
from issuing degrees unless they comply with certain standards.

     The Department of Commerce and Consumer Affairs, the Hawaii
State Teachers Association, the Chamber of Commerce of Hawaii,
the University of the Nations, the University of Phoenix, and the
International University of Professional Studies submitted
testimony in support of this measure.  The University of Hawaii
at Manoa submitted testimony in support of the intent of this
measure.

     Your Committee has amended this measure by making technical,
nonsubstantive amendments for purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
252, H.D. 2, as amended herein, and recommends that it pass Third
Reading in the form attached hereto as H.B. No. 252, H.D. 3.
