Sir:

     Your Committee on Finance, to which was referred H.B. No.
221, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO THE HAWAII TOURISM
     AUTHORITY,"

begs leave to report as follows:

     The purpose of this bill is to clarify the policy and
marketing responsibilities of the Hawaii Tourism Authority (HTA)
by:

     (1)  Requiring HTA to develop and complete a long-range
          policy plan (long-range plan) to the Legislature prior
          to the 2000 Regular Session;

     (2)  Specifying that the long-range plan identify other
          departments and agencies involved and a program of
          action for those entities; and

     (3)  Specifying that the strategic tourism marketing plan
          shall implement the recommendations of the long-range
          plan and that the strategic tourism marketing plan be
          updated every two years instead of every three years.

     The HTA testified in support of this measure.

     Your Committee has amended this bill by making technical,
nonsubstantive amendments for purposes of clarity, consistency,
and style.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
221, H.D. 1, as amended herein, and recommends that it pass Third
Reading in the form attached hereto as H.B. No. 221, H.D. 2.
