Sir:

     Your Committee on Finance, to which was referred H.B. No.
196, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO HOSPITALS,"

begs leave to report as follows:

     The purpose of this bill is to address the health needs of
the people of Maui by requiring the Department of Health (DOH) to
conduct a health needs assessment to determine the type and level
of medical care necessary to meet the health needs of the Lahaina
and West-Maui community.

     The Hawaii Medical Association testified in support of this
measure.  The DOH testified in support of the intent of this
measure.  The State Health Planning and Development Agency
commented on this measure.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
