STAND. COM. REP. NO. 1559

                                   Honolulu, Hawaii
                                                     , 1999

                                   RE: H.B. No. 1703

Honorable Norman Mizuguchi
President of the Senate
Twentieth State Legislature
Regular Session of 1999
State of Hawaii

Sir:

Your Committee on Ways and Means, to which was referred H.B.
No. 1703 entitled:

"A BILL FOR AN ACT RELATING TO WAIMANALO,"

begs leave to report as follows:

The purpose of this bill is to extend the deadline for the
Department of Land and Natural Resources to negotiate long-term
leases with revocable permittees in the Waimanalo area from
July 1, 1999, to July 1, 2001.

Your Committee finds that in an effort to address the
concerns of Waimanalo farmers who were revocable permittees but
had previously been ineligible for a lease under Act 237, Session
Laws of Hawaii 1988, the Legislature enacted Act 257, Session
Laws of Hawaii 1996, to authorize the Department of Land and
Natural Resources to negotiate long-term leases with them. While
most of the leases have been executed, some are still working
their way through the process. Your Committee finds that the
additional two-year extension will allow adequate time for all
the leases to be negotiated.

As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1703 and recommends that it pass Third Reading.
