Sir:

     Your Committee on Finance, to which was referred H.B. No.
1675 entitled: 

     "A BILL FOR AN ACT RELATING TO HAWAIIAN HOME LANDS TRUST
     INDIVIDUAL CLAIMS,"

begs leave to report as follows:

     The purpose of this bill is to extend the time to process
individual Hawaiian Home Lands Trust claims by two years, to the
year 2001.

     The Hawaiian Home Lands Trust Individual Claims Review Panel
(Panel), the Office of Hawaiian Affairs, the Nanakuli Hawaiian
Homestead Community Association, and the Hawaiian Political
Action Council of Hawaii testified in support of this bill.  The
Department of Hawaiian Home Lands, the Department of the Attorney
General, and the Native Hawaiian Legal Corporation commented on
this bill.

     Your Committee has amended this bill to extend the life of
the Panel for one year, to the year 2000.

     Since the Panel's creation in 1991, the Legislature has
twice extended the deadline (for a total of four years) for the
Panel to complete its work.  The purpose of this amendment is to
ensure the timely adjudication of all claims.  Timely
adjudication will allow the Legislature to:

     (1)  Take action in the year 2000;

     (2)  Bring closure to this process; and

     (3)  Expedite the payment of awards to claimants, some of
          whom have been awaiting resolution of claims which they
          filed in 1993.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1675, as amended herein, and recommends that it pass Third
Reading in the form attached hereto as H.B. No. 1675, H.D. 1.
