Sir:

     Your Committee on Finance, to which was referred H.B. No.
1637, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO SCHOOL BUSES,"
   
begs leave to report as follows:

     The purpose of this bill is to allow tour buses to be used
to transport student groups to and from school-related events or
activities.

     The Chamber of Commerce of Hawaii, Trans Hawaiian Services,
Prevent Child Abuse Hawaii, Mid-Pacific Institute, Iolani School,
International Management Services, Polynesian Adventure Tours,
Hawaii State Teachers Association, and numerous individuals
testified in support of the bill.  The Public Schools of Hawaii
Foundation and two individuals testified in support of the intent
of the measure.  The Department of Education, the Department of
Transportation, the Hawaii Transportation Association, and
several individuals commented on the bill.

     Your Committee has amended the bill by limiting the student
groups who may use tour buses to those composed of high school
students.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1637, H.D. 1, as amended herein, and recommends that it pass
