     Your Committee on Ways and Means, to which was referred H.B.
No. 1621, H.D. 1, S.D. 1, entitled: 

     "A BILL FOR AN ACT AUTHORIZING THE ISSUANCE OF SPECIAL
     PURPOSE REVENUE BONDS FOR NOT-FOR-PROFIT CORPORATIONS THAT
     PROVIDE HEALTH CARE FACILITIES,"

begs leave to report as follows:

     The purpose of this bill is to authorize the issuance of up
to $5,000,000 in special purpose revenue bonds to assist Pacific
Community Health & Wellness, Inc., a Hawaii nonprofit corporation
that provides health care facilities.

     Your Committee agrees with the intent of this bill, and
finds that this bill will encourage the development of health
care in Hawaii.  Your Committee finds that Pacific Community
Health & Wellness, Inc., is engaged in the planning, design, and
construction of a patient-focused facility and may be assisted
through the issuance of special purpose revenue bonds because its
health care facility is a health care project pursuant to part
II, chapter 39A, Hawaii Revised Statutes.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
