Sir:

     Your Committee on Ways and Means, to which was referred H.B.
No. 1616, H.D. 1, S.D. 1, entitled: 

     "A BILL FOR AN ACT AUTHORIZING THE ISSUANCE OF SPECIAL
     PURPOSE REVENUE BONDS FOR NOT-FOR-PROFIT CORPORATIONS THAT
     PROVIDE HEALTH CARE FACILITIES,"

begs leave to report as follows:

     The purpose of this bill is to authorize the issuance of
special purpose revenue bonds to assist Pacific Women's Center,
Inc., a not-for-profit corporation that provides health care
facilities.

     Your Committee finds that Pacific Women's Center, Inc., is
engaged in the planning, design, and construction of a patient-
focused facility in central Oahu.  This facility would consist
mainly of a birthing center with postpartum, nursery, labor, and
delivery services.

     Your Committee further finds that with the ever-increasing
population of central Oahu, the development of a health care
facility of this nature is needed to serve this area.
Additionally, because Pacific Women's Center, Inc.'s health care
facility is a health care project pursuant to part II, chapter
39A, Hawaii Revised Statutes, Pacific Women's Center, Inc., may

be assisted through the issuance of special purpose revenue
bonds.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1616, H.D. 1, S.D. 1, and recommends that it pass Third Reading.
