Sir:

     Your Committee on Finance, to which was referred H.B. No.
148 entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION FOR THE OFFICE OF
     THE LEGISLATIVE ANALYST,"

begs leave to report as follows:

     The purpose of this bill is to provide the Legislature with
the revenue and expenditure data and analyses from which economic
and fiscal policies are developed by funding the Office of the
Legislative Analyst, which was established by Act 347, Session
Laws of Hawaii 1990.

     Common Cause Hawaii testified in support of this measure.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
148 and recommends that it pass Third Reading.
