Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 1485 entitled: 

     "A BILL FOR AN ACT RELATING TO DISTRICT COURT,"

begs leave to report as follows:

     The purpose of this bill is to eliminate the requirement
that there be a complaint or indictment in the District Court
when a defendant is charged with certain offenses.

     Your Committee received testimony in support of this bill
from the Department of the Prosecuting Attorney for the City and
County of Honolulu.

     Your Committee finds that for matters exclusively under
District Court jurisdiction, a complaint or indictment is not
required.  For matters jointly under District Court and Family
Court jurisdiction, a complaint or indictment should not be
required.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
