Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 1469 entitled: 

     "A BILL FOR AN ACT RELATING TO ELECTIONS,"

begs leave to report as follows:

     The purpose of this bill is to broaden the avenues by which
a party qualifies as a political party for election ballot
purposes.

     Your Committee received testimony in support of this bill
from the Office of Elections and Common Cause Hawaii.

     Your Committee finds that this bill increases the ways in
which a party can qualify to be placed on the election ballot.
Increasing the opportunities for parties to participate in the
election process allows a multitude of different ideas to be
heard and improves the quality of democracy.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 1469 and recommends that it pass Second
Reading and be placed on the calendar for Third Reading.
