Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 1367, H.D. 1, entitled: 

     "A BILL FOR AN ACT MAKING APPROPRIATIONS FOR THE PROTECTION
     OF CHILDREN AND FAMILIES,"

begs leave to report as follows:

     The purpose of this bill is to provide a broad continuum of
services for the prevention of child abuse.

     Testimony in support of this bill was received from the
State Department of Human Services, the Department of Health, the
Junior League of Honolulu, Inc., and Blueprint for Change.

     Your Committee finds that child abuse is a complex problem
with many causes.  Your Committee finds that the provisions of
H.B. No. 1367, H.D. 1, will further the Legislature's commitment
to the prevention of child abuse.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 1367, H.D. 1, and recommends that it be
