Sir:

     Your Committees on Economic Development and Business
Concerns and Transportation, to which was referred H.B. No. 1361
entitled: 

     "A BILL FOR AN ACT RELATING TO CHARTER TOUR OPERATORS,"

beg leave to report as follows:

     The purpose of this bill is to protect consumers against the
risk of loss from advance purchases of charter tours from charter
tour operators by requiring that charter tour operators:

     (1)  Be licensed; and

     (2)  Provide evidence of their financial ability to perform
          their contractual obligations, together with periodic
          financial reporting.

     This bill also provides for greater regulatory supervision
of charter tour operators by the State, including enhanced
authority to conduct audits and examinations of charter tour
operators.

     Testimony in support of this measure was received from Boyd
Gaming Corporation.  Testimony in support of the intent of this
measure was received from the Department of Commerce and Consumer

     As affirmed by the records of votes of the members of your
Committees on Economic Development and Business Concerns and
Transportation that are attached to this report, your Committees
are in accord with the intent and purpose of H.B. No. 1361 and
recommend that it pass Second Reading and be referred to the
Committee on Consumer Protection and Commerce.
