Sir:

     Your Committee on Higher Education, to which was referred
H.B. No. 1354 entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION FOR THE
     INTERNATIONAL PACIFIC RESEARCH CENTER,"

begs leave to report as follows:

     The purpose of this bill is to appropriate funds to the
University of Hawaii (UH) for the establishment of five, full-
time equivalent, faculty positions within the International
Pacific Research Center (IPRC) of the School of Ocean and Earth
Science and Technology.

     IPRC testified in support of this bill.  UH testified in
support of the intent of the proposed bill, but expressed
concerns about cost implications.

     Your Committee finds that IPRC is rapidly developing into a
research organization for climate changes unmatched in quality
and quantity anywhere in the world.  Your Committee further finds
that committing funds for tenure-track faculty at IPRC will allow
IPRC to attract world-class faculty members.  

     As affirmed by the record of votes of the members of your
Committee on Higher Education that is attached to this report,
your Committee is in accord with the intent and purpose of H.B.
No. 1354 and recommends that it pass Second Reading and be
referred to the Committee on Finance.
