Sir:

     Your Committee on Ways and Means, to which was referred H.B.
No. 1286, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO SPECIAL PURPOSE REVENUE BONDS
     FOR NORTH HAWAII COMMUNITY HOSPITAL, INC.,"

begs leave to report as follows:

     The purpose of this bill is to authorize the issuance of
special purpose revenue bonds to assist a nonprofit corporation
that provides health care facilities to the general public.

     Specifically, this measure authorizes an amount of
$20,000,000 to assist North Hawaii Community Hospital, Inc., for
debt retirement, capital improvements, and repair.  Furthermore,
this measure also authorizes the Director of Finance to issue
refunding special purpose revenue bonds.

     Your Committee finds that this measure is needed to enable
North Hawaii Community Hospital to provide essential health care
services to the general public.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1286, H.D. 1, and recommends that it pass Third Reading.
