Sir:

     Your Committee on Water and Land Use, to which was referred
H.B. No. 1186 entitled: 

     "A BILL FOR AN ACT RELATING TO WILDLIFE PENALTIES,"

begs leave to report as follows:

     The purpose of this bill is to update and clarify the
penalty provisions relating to wildlife management.  

     Your Committee received testimony in support of this bill
from the Board of Land and Natural Resources, Hawaii Hunters
Advisory Council and Hawaii Hunting Association.  

     Your Committee finds that increasing the minimum fines for
wildlife code violations and reinstating provisions
unintentionally removed three years ago will encourage
responsible hunting.  

     As affirmed by the record of votes of the members of your
Committee on Water and Land Use that is attached to this report,
your Committee is in accord with the intent and purpose of H.B.
No. 1186 and recommends that it pass Second Reading and be
referred to the Committee on Judiciary and Hawaiian Affairs.
